Harry Pendel is the proprietor and guiding genius of a top Panama City tailoring firm. Andrew Osnard is an Old Etonian and spy. His mission is to keep a watchful eye on the political manoeuvrings leading up to the handing over of the Panama Canal, and to secure for himself the immense private fortune that has until now eluded him.
